[NOTE: This post is applicable for Indian Citizens only]
Some years back, getting a passport was real work. Standing in queue simply to get the form, fill it, get stacks of supporting documents, stand in various queues again to get the documents checked, submit the application form, get sent back for some more documents and stand again in the queues. It would make you question as to why are you applying for the passport…?
Not any more. Over the years, the passport application process has been streamlined by the Ministry of External Affairs. Now, part of the work is done online and the balance at the Passport Sewa Kendra (PSK) in your respective region. However, you still need to be careful. While the Passport Seva website of the Govt has exhaustive information, I am attempting to provide additional inputs to help others get the passport without stress .
The Process
Registration. First, register as a user (if not already done so) at the Passport Seva portal of MEA.
Fill Application Form. Login using the credentials obtained above. You will see links for “Apply for New Passport”, “Re-Issue of Passport” etc. Click on the appropriate link to pull up the required application form. Begin filling it. Don’t worry, you can save the semi-filled form and get back to it later to add more information. Be doubly sure to check that your and family’s particulars are as per the supporting documents. So, if the name is Ramesh Kumar Sharma in your Aadhar card / Birth Certificate etc, your name MUST be entered the same (and not like RK Sharma or Rakesh Kumar). This name should be same in ALL supporting documents and Annexures including the Affidavit (Annexure I). Likewise, your address MUST be same as per the supporting document (Aadhar card /electricity bill / telephone bill etc). Any change in the name or address of self, parents and / or spouse, will simply render the application liable for rejection. Therefore, check and re-check your application, verifying against the supporting documents before you submit the application.
Submit Application & Documents (Optional). When ready, submit the application by clicking the submit button. You will get a confirmation. Now you can upload supporting documents (this is optional)- you can upload upto 4 (four) documents at present. If you don’t want to upload any documents, skip this and go to next step.
Online Payment. As of Aug 2013, most PSKs have made it mandatory to make payment of fees online. This link is greyed out (not available) till you submit the application. Once you submit it, you can click on this link to make the payment using credit card, debit card or online banking. You will get a receipt.
Book Appointment. You can get an appointment only after you make the payment. The system will generate the next available slot for you. You can re-schedule your appointment thrice, after which any change / re-schedule will require you to pay once more.
Print Application Receipt. Print the application receipt and the payment receipt (usually not asked for). The application receipt will have your particulars, a bar-code with ARN Number and your appointment date and time.
Prepare for Appointment.
Because of many questions I received on the documents required, I have written a separate post on the Documents required for a Passport application. Now, get a folder / large envelope and place the following documents:-
1. Application receipt
2. Date of Birth Proof. Get at least TWO, although just one is required. The photocopies (get two copies of each) must be self-attested.
3. Address Proof. Although, just ONE document is required, it is again advisable to get two. (For an exhaustive list as to what documents are required and accepted, go to this link for a “Passport Document Advisor” which enables you to view the documents as per your status as an adult / minor / senior citizen / govt employee etc. The photocopies (get two copies of each) must be self-attested.
3. Non-ECR Proof. Earlier called as ECNR, now it is called Non-ECR. The stamping of ECNR is now discontinued. Click here to view the list of acceptable documents for Non-ECR. The photocopies (get two copies of each) must be self-attested.
4. Other Annexures. This list of annexures and affidavits for passport is good enough starting point. It is advisable to go for multiple annexures to ensure. I have seen applicants being asked to get an Affidavit (Annexure I) even though they had other documents. Especially if you are applying for Tatkaal passport, you MUST get the affidavit and Annexure F.
5. Original Documents. You must have the originals of the self-attested photocopies you will be submitting for the PSK employees to verify – so keep them separately with a clip.
6. Old Passport. If you are applying for re-issue, you must take a self-attested copy of first 4 and last 2 pages AND also get the original passport along for verification.
7. Miscellaneous. Get a glue-stick, at least 4 colour passport size photos against white background (may not be required), stapler, pen, and some change / coins for the photocopying machine at the PSK (if required).
Appointment Day
Reach the PSK at least 15 minutes before the appointment time. Getting their much earlier is not going to help since the security guys will just not let you enter. Look your best since you are going to be photographed and that photo will be on your passport for the next 10 years (5 years for minors). If needed take a tie and jacket / blazer in a bag and when you’re about to be clicked, wear it quick. Take a comb too.
When you reach each counters, it does not hurt to wish them according to the time of the day – remember they are doing this job day and day out, so a little courtesy will go a long way in making matters easy for them. And do thank them while leaving…There are usually four places your will go to – initially the documents checking counter, where if they are satisfied, you will be given a token and be asked to be seated in the waiting lounge / room. Then you go from sections A (documents check, photo and fingerprinting), B (document re-check by Govt officials) to C (Govt issuing official), after which you exit.
Your passport will be issued immediately if no police verification is required (govt employees and Tatkaal) or on post-police verification (Tatkaal) or after police verification depending upon your application / status.
So there it is…my low down on how you should go ahead with getting a passport. I must say that since I have been applying for passports since 1988, there has been a drastic improvement in the process and the turnaround time is faster too. So go ahead and get that passport for your travels or higher education or employment abroad.

Hi.. I have all documents like birth certificate, 10th, 12th mark sheet, adhar card, ration card, electrify bill but in name of father. I don,t have bank account with same address of above documents so I cannot show it. So is it OK with above documents. Or what should I do as getting new bank account and I have to wait for 1 year. Is bank account passbook mandatory? Can adharcard and ration card work in place of that?

Duplicate marksheet if authenticated by the board will be fine. But, considering that you are 28 years of age, I am sure you will either have a PAN or AADHAR card. Those can be submitted too.

Well, in my experience, the people at Passport offices will allow you through to the next stages only after the documentation is complete. Else, it would have been easier to simply apply online and deliver passports at home right?
Hi, by mistakenly i have selected “yes” in the field where it was asked that whether “one of my parent is a government employee or not”, but my father is a retired a govt. employee and that govt organisation is handled by a private sector.

Is it mandatory to receive the passport self ? In case I am not in the state, can my parents receive it on my behalf ?
The passport is usually couriered or sent by registered speed post. Your parents can receive it. However, in some cases, the courier guy may ask for some ID proof (yours) say AADHAR card, PAN card etc to verify that you live there.

PAN and AADHAR card along with 10th (SSC) certificate / marksheet will be fine for identity proof. But, you need documents for residential proof as well. Again, these documents should be from a Govt entity like BSNL, Electricity department, bank etc.

I did not understand what you meant by circular documents. You must have some identity (AADHAR, PAN etc) and address proof (bills, bank certificate etc) to get a passport. 1. Is this mandatory to upload the 4 supporting documents in portal?
2.My birth year is1991 and it’s mandatory to submit DOB certificate, few months back I got the certificate through legal process( through court order, but at the time of issuing DOB certificate at taluk office they kept the court order has a proof & I have a photo copy of court.
Now my question is my DOB certificate is new, so will passport authorities ask for original court order?? If they asks what we can do now..

Hi Vidyakar,
Firstly, it is optional to upload documents while applying i.e. it is NOT mandatory. Next, the PSK will ask only for your Birth Certificate issued by the Municipal office or Registrar of Births & Deaths. You can take the photocopy of the court order with you too, just in case. I have applies for fresh Normal passport. I am a student residing away from home. I have got Bank passbook for my address proof. 10th and 12th certificate, pan card, driving licence, voter ID, college ID and bonafide issued by college stating my present address. Do I need anything else.

It is not mandatory to upload the documents prior to the appointment. Moreover the PSK authorities will as it is check the complete document set whether you uploaded or not. Then why bother to upload, you ask? It simply expedites the process after the appointment day. Cheers!
We applied for re-issue of my wife’s passport. This was to change her name and address post-marriage. As per the passport bboklet for address change, police verification is required and thats what the person at counter A told us. But post document verification at counter B and C, when we received recepit at exit counter, it had mentioned– ‘No police verification required’.
Does that mean there will be no police verification in our case? Where can we check or track if we actually need police verification post application?

I am quoting from the Passport dept website – “In most cases of Re-issue, depending on records available in the Passport Office system, police verification would not be required or only post police verification would be required, exceptions being Re-issue of passport in lieu of lost passport or complete change of name.”
In case it is mentioned that no police verification is required, they will despatch the passport. In any case whether verification is required or not, the action is to be completed at their end – so you just sit tight and wait for it 🙂

Hmmm. Firstly getting a refund is not an option in any case. However, you can request the PSK staff to reschedule one more appointment. Of course you will have to give some valid reason for this, which I am sure you have…PSK staff usually obliges on such minor issues.

There shouldn’t be a problem. However, if they do insist, you can get an affidavit for change of name in case of your father. But, it’s best to ask the PSK staff for the document that will satisfy them.

Go ahead with your passport application. There shouldn’t be any issue. At the most, they (PSK staff) might ask you to get a notarised affidavit. Things are really simple these days. Let me know in the comments if it is not so 🙂

Yes, there will be a problem. The address you have entered in the application must be the same where you reside and for which you have the requisite documents. Else the very purpose of address verification will be defeated and any one will be able to get a passport with ease and thus claim citizenship of India…

Hi, you can submit an affidavit which is notarised or better get a letter from your local MLA/MP/ District Collector or such high ranking official.

Usually in such cases, the PSK staff asks for an affidavit (one original and one self-attested copy) as per Annexure I (http://passportindia.gov.in/AppOnlineProject/pdf/AnnexureI.pdf). Usually there are some notary public outside the PSK or outside your local courts. Buy a non-judicial stamp paper (the stamp paper vendor will ask for some PAN card or such identification photocopy) and get the text typed there itself by the notary agent. Submit it and hopefully this will take care of it. In future be careful when applying for Visa or even an airplane ticket – your name MUST be exactly as it is in the passport. I have seen passengers being refused seat in the airplane just because their names in the ticket didn’t match with that on the passport!

There is no change in the documents required, except that they may ask for proof of marriage and YOUR proof of address, which by association becomes her proof of address. If you don’t have a marriage certificate, then get a certificate from your local MP / MLA or a top district official on their letterhead. I hope I am clear.

Bank passbook is alright, but telephone bill or other document in father’s name only if you can prove that you stay with him. Hence, an affidavit is best.

Hello, I have submitted my application succesfully and booked an appointment for the Re-issue ( Validity Expired more than 3 years ago). I fall in the ECNR Category. (Diploma candidate from a Polytechnic)
Need some confirmation regarding the documents for the ECNR. Do I need the MARKSHEETs( of all 6 semisters?) or the DIPLOMA PASSING CERTIFICATE at the time of appointment. Problem is that my all 6 marksheets are submitted to my degree college and I cant get them back until the completion of degree. Just show your birth certificate and not the PAN card. But you should update your PAN card accordingly, since you will require it for other future documentation.

In last one year, I stayed in 3 different places. For college bona fide is available and for home Aadhaar is available. But for temporarily I stayed for 3 months in a place and I have no address proofs for that except postpaid bill. I used to pay bill through online. So I do not have hard copy of bill. I have to apply for the passport so i need to clarify few doubts.
my native is bhopal (M.P.) and i have lived in bhopal from my birth till my HSC so i have all the documents like birth certificate voter ID PAN card driving license aadhar card bank passbook ready from my hometown.
In my birth certificate, initially my name written in it was sanskar billore and later in my educational documents it is shirish billore.
so i make a note of it and now my birth certificate shows my name like sanskar billore alias shirish billore.
i shifted to bangalore in 2010 -2014 as i came to bangalore for taking my engineering.
i lived in the hostel for the course duration.
then in aug 2014 i came back to native and was here only till july 2015.
and now my college location is changed to new area from the old area in the same city.
as i got selected for 1 year graduate apprenticeship in Hindustan Aeronautics Bangalore so i moved to bangalore in august 2015 and presently i am here only living in marathahalli area.they are giving the apprentice pay as decided by the respective authorities which gets credited into my bank account. since the graduate apprenticeship is not considered as an permanent employee.
so my doubts are..
how should i apply for the passport..
1. either from my native bhopal..with the paper cuttings and annexure E (if required in support with birth certificate for name change issue) and other valid documents and for police verification i show that i am sitting at home from july 2014 to present or should mention the graduate apprenticeship.
2. but if i mention in police verification that i am sitting at home after the b.e. and looking for job opportunity then will my bank transactions leads me to problem as my account gets credited for my apprentice pay.
(i need to ask it may look silly but do the passport process considers and verify the bank account transactions for the last one year or only the bank passbook is a valid document and nothing more)
2. or i should apply by showing only 10th & 12th as my qualification in application with other required documents (or is this brings any consequences or will it get me my passport)
3. or i should apply from bangalore
(if i will apply from bangalore then the newspaper cuttings in support for birth certificate name issue should be from bangalore only or from bhopal also can be be applicable or considered
4. if i apply from bangalore then should i mention myself as government employee or unemployed

You should apply from the place where you are currently residing. Moreover, the fact that you are at HAL will further bolster your application since you should now apply as a Govt employee – you can submit Annexure B for the identity.

My permanent residence is in Indore (M.P) but I am currently living in Bangalore working for an in-house startup company. I have my Driving Licence (with old address in Indore) and a bank account (with new address in Indore). My residence in Bangalore is on company’s name and my permanent address is on my father’s name. So there is not residence proof of my own in any of the two places i.e Indore or Bangalore.
I have a few questions:
1. Is there any way to make a tatkal passport from Bangalore with the current documents?
2. Is there any way to make a tatkal passport from Indore with the current documents? If it helps, my father has all the documents on his name, be it voter card, pan card, aadhar card, residence proofs etc.
3. If not 1 or 2, Is there any way to make a normal (not tatkal) passport from Bangalore or Indore?
P.S : I have to go Dubai probably on Feb 20th this year. if I get all my documents prepared, will I be able to get the passport (tatkal or normal) before 20th?

My question :-Is it possible to make passport in Bangalore through this Documents??
I am applying for renewal of my passport which expires later this year. I have adhar card, voter Id and bank passbook. The name on my passport is Nikita Sinha. My adhar card and bank passbook also have my name as Nikita Sinha. My voter Id has my name as Nikita Dilip Sinha where Dilip is my fathers name. Will this be a problem ? The address is same on all. Ration card is in my father’s name and my name is added as Nikita in the family column. Which documents should I use ?
